| 府际关系协调是行政学研究的一个热点问题，可以成为我国体育彩票监管的新视角。探讨我国体育彩票监管过程中的垂直矛盾——中央与地方、省与市县，以及水平矛盾——部门彩票份额的竞争、政府部门的权力竞争，指出体彩监管新型府际关系需要良好的组织结构、良好的机制和制度化的监管。在此基础上，试图构建以国家彩票监管委员会为核心的体育彩票新型监管体制，旨在为我国体育彩票的监管提供思路。 |

| Construction of New Intergovernmental Relations in China’s Sports Lottery Supervision |

| Intergovernmental relations coordination is a hot issue in the study of administration, and it may become a new perspective of sports lottery supervision. This study discusses the vertical contradiction in the sports lottery regulatory process, between central and local, provincial and civil, as well as the horizontal contradiction, competing for the lottery share in sectors, and for authority of government departments. This article notes that the new intergovernmental relations in lottery supervision require good organizational structure, good regulatory mechanisms and institutionalized supervision. On this basis, this article attempts to build up a new regulatory system of sports lottery centered by National Lottery Regulatory Commission. It may provide some ideas on the supervision of China’s sports lottery. |
