| BOT投融资模式是目前较为常见且比较先进的投融资模式之一。基于国家大力提倡发展海滨休闲体育、海洋体育文化的背景，对BOT模式运用于海洋体育综合场馆建设进行了探讨。认为该模式具有降低政府的财政负担、提高管理效率、降低项目过程中的风险、提高海洋体育运动参与率等优势。提出BOT投融资模式在海洋体育综合场馆建设中的运作程序、基本框架、风险评估，以及运行过程中的注意事项等，旨在为我国海洋体育场馆建设提供参考。 |

| Discussion on the BOT Investment and Financing Mode of the Construction of Marine Sports Stadiums |

| Abstract: |
| BOT investment and financing mode is one of the common and advanced investment and financing modes at present. This article, based on the setting of advocate to develop seashore leisure sports and marine sports culture from Chinese policymakers, discusses the the BOT mode applied in the comprehensive marine sports stadium construction. It is believed that this mode has some advantages in terms of reducing government’s financial burden, improving management efficiency, reducing risks during the project and improving marine sports participation rate. What is proposed in this article include the operation procedures, basic framework, risk assessment, as well as precautions during operation process of BOT investment and financing mode in the comprehensive marine sports stadium construction. This article is intended to provide references for the construction of China’s marine stadiums construction. |
