| 运用文献资料法和逻辑分析法，对工商登记制度改革背景下我国的体育企业发展进行研究。认为工商登记制度改革以认缴登记和年度报告制度为重要内容，其促进了传统企业向体育企业转型，激发了民众创立体育企业的热情，但也增加了政府在购买公共体育服务招标时对投标人资格认定的难度和对企业进行监管的难度，且现行的惩戒机制无法适应对企业“严管”的需要。对此，建议依据第三方机构审计出具的财务报表或证明认定投标人资格；明确部门市场监管职责，强化部门协同监管；工商登记制度变处罚为记录，促进体育企业健康发展。 |

| By methods of literature and logic analysis, the development of sport enterprises in China under the background of the reform of the industrial and commercial registration system is studied. It is believed that the reform of the industrial and commercial registration system which takes subscription registration and annual report system as its main parts has not only promoted the transformation of traditional enterprises into sport enterprises and stimulated the enthusiasm of the people to set up sport enterprises, but also increased the difficulty to verify the bidders’ qualification in bidding activities for the government to purchase public sports services, as well as the difficulty to supervise the enterprise. Moreover the current disciplinary mechanism cannot meet the need for strict supervision towards enterprises. In this regard, it is recommended that the qualifications of bidders be verified on the basis of financial statements or certificates issued by third-party agencies; the duties of departmental market supervision should be clarified, and the coordination of departments should be strengthened; the industrial and commercial registration system which changes penalties into record can promote the healthy development of sport enterprises. |
