退役运动员就业保障政策是我国社会保障体系的重要组成部分。采用文献资料法和逻辑分析法梳理新中国成立以来相关政策文本,认为退役运动员就业保障政策经历了国家包办期 (1949—1977 年)、协同转型期 (1978—2000年)、奥运红利期 (2001—2011年)、全面深化期 (2012年至今)4个阶段。从政策演进来看,我国退役运动员就业保障政策主体从单一转向多元协同,由政府单一管理趋于社会共同治理;政策内容从简单安置到注重教育、人力资本等智力手段的长期培训;政策主题不断细化,政策执行、评价体系日益完善。指出,未来退役运动员就业保障应继续深化社会协同治理,倡导政府、企业、学校等多方协同参与,并进一步提升退役运动员就业保障政策体系法治化水平。 |

EmploymentsecuritypolicyforretiredathletesisanimportantpartofChina’ssocialsecuritysystem.Themethodsofliteratureandlogicalanalysisareadoptedtosortouttherelevantpolicy textssincethefoundingofnew China,believingthattheemploymentsecuritypolicyofretiredathleteshasgonethroughfourstages:nationalarrangementperiod (1949—1977),collaborativetransformationperiod (1978—2000),Olympicdividendperiod (2001—2011)andcomprehensivedeepeningperiod (since2012).Fromtheperspectiveofpolicyevolution,theemploymentsecuritypolicy subjectofretiredathleteschangesfromsingletomultiplecoordination,fromsinglegovernmentmanagementtocommonsocialgovernance;thepolicycontentchangesfromsimpleplacementtolongtermtrainingoneducation,humancapitalandotherintellectualmeans;thepolicythemeisconstantly refined,andthepolicyimplementationandevaluationsystemisincreasinglyperfect.Itispointedout thatthefutureemploymentsecurityofretiredathletesshouldcontinuetodeepensocialcollaborative governance,advocatethecollaborativeparticipationofthegovernment,enterprises,schoolsandother parties,andfurtherenhancethelegalleveloftheemploymentsecuritypolicysystemforretiredathletes. |
