| 社会力量参与全民健身公共服务体系建设已成共识，百姓健身房是温州首创并在浙江全省推广的全民健身品牌工程，具有鲜明的公益属性，是体育社会化改革的“探路先锋”，是“放管服”改革的“体育实践”。温州市百姓健身房建设可以满足人民群众健康需求，优化公共体育服务供给。然而，其也存在场地建设质量不高、场地器材闲置普遍、工作人员素养参差不齐以及智慧管理平台不够优化等问题。为此，需要聚焦品牌塑造，通过差异化发展提升其竞争力；聚焦社区治理，通过嵌入式发展使其更好地融入社区；聚焦以人为本，通过内涵式发展满足人们的实际需求；聚焦创新驱动，通过智慧化发展提高其服务质量和效率。 |

| It has become a consensus that social forces participate in the construction of the national fitness public service system. Citizen’s gyms are a national fitness brand project initiated by Wenzhou and promoted in Zhejiang Province. It has distinct public welfare attributes. It is the “pioneer” of sports socialization reform and the “sports practice” of reforms to streamline the government, delegate power, and improve government services. The construction of Wenzhou citizen’s gyms can meet the health needs of the people and optimize the supply of public sports services. However, there are also some problems, such as insufficient quality of site construction, widespread idle equipment, uneven quality of staff and insufficient optimization of intelligent management platform. Therefore, it is necessary to focus on brand building and enhance its competitiveness through differentiated development; focus on community governance, through embedded development to better integrate into the community; focus on people-oriented, through connotative development to meet people’s actual needs; focus on innovation-driven, through intelligent development to improve its service quality and efficiency. |
