| 评估与优化冰雪运动政策工具的选择对提升政府绩效具有重要意义。采用内容分析法，结合莱斯特·M.萨拉蒙相关政策工具评估理论，通过样本选择、框架设计、单元划分以及编码统计等步骤，对我国22份冰雪运动政策文本进行量化分析。认为：当前我国冰雪运动政策工具选择呈现高强制性、中直接性、低自治性和高可见性偏好，与之相对应的政府绩效问题略有不同。建议：深化政府主体简政放权，逐步建设扩大低强制性政策工具选择的制度保障；树牢冰雪大众均等化服务理念，强调各政策工具的优化组合和高效配置；积极构建多元冰雪主体的参与机制，重视“工具理性”的治理选择；依法推进冰雪运动组织的常态化管理，注重运用公共政策平衡理论。 |

| Evaluating and optimizing the choice of ice and snow sports public policy instrument is of great significance for improving government performance. Using the content analysis method, combined with the Lester M. Salamon related public policy instrument evaluation theory, through the sample selection, frame design, unit division and coding statistics, the 22 ice and snow policies texts in China were quantitatively analyzed. It is believed that the current choice of ice and snow sports public policy instrument in China presents high mandatory, medium direct, low autonomy and high visibility preferences, and the corresponding government performance issues are slightly different. It is suggested to deepen the decentralization of the government and gradually build and expand the institutional guarantee for the choice of low-mandatory public policy instrument; continue the concept of equal service for the public, emphasize the optimal combination and efficient allocation of all public policy instruments，actively construct the participation mechanism of multiple ice and snow subjects, and attach importance to the governance choice of “instrumental rationality”，promote the normalized management of ice and snow sports organizations according to law, and pay attention to the use of public policy balance theory. |
