| 运用文献资料法和逻辑分析法，从新公共管理理论、公共产品理论、第三方治理理论以及公民社会理论的视角对政府购买体育公共服务展开讨论，并就政府购买体公共育服务的政策支撑进行分析。研究认为，政府购买体育公共服务是在体育公共服务提供中引入社会力量，更好地提高服务质量；在政策上，我国在推进社会主义市场经济体制改革的同时，也十分重视并积极推进政府购买公共服务体系的建立；在实践上，也已经积累了一定的经验；购买体育公共服务是转变政府职能的必然要求 |

| Abstract: |
| By methods of literature and logic analysis, this article discusses government procurement of public sports service from the perspective of new public management theory, public goods theory, thirdparty governance theory and the theory of civil society, and then analyzes the supporting policies of government procurement of public sports service. The study suggests that social forces should be introduced in government procurement of public sports services in order to offer better service qualities. In terms of policies, under the circumstances of the reform of the socialist market economic system, the construction of the system of government procurement of public sports services should be attached with great importance and implemented actively. In practice some experiences has been accumulated. Procurement of buy sports public service is the necessary requirement of the transformation of government functions |
