公共体育服务长期以来存在供给总量不足、供给主体单一、供给效率低下、供给结构失衡等方面的问题,而体育社会组织在参与公共体育服务供给中发挥着重要的作用。在梳理相关治理理论与失灵理论的基础上指出,体育社会组织具有非营利性、民间性、灵活性等独特优势,能够有效弥补政府和市场的不足。但同时也面临着法律法规不完备、管理体系不完善、支持政策不健全和社会认可度不高的外部困境,以及自主不足、身份不正、能力不高、动力不强的内部困境。提出,应转变思想认识、理顺政社关系、健全法律法规、革新管理体制、完善支持政策以不断优化制度环境,提升组织能力、增强参与动力以不断加强组织自身建设,最终实现公共体育服务有效供给。 |

Sports Social Organizations Participating in The Supply of Public Sports Services: Advantages, Difficulties and Paths |

Abstract: |
For a long time, there are some problems in public sports service, such as insufficient supply, single supply subject, low supply efficiency, imbalance of supply structure, etc., and sports social organizations play an important role in the supply of public sports service. On the basis of sorting out the relevant governance theories and failure theories, it is pointed out that sports social organizations have unique advantages such as being non-profit, non-governmental and flexible, which can effectively make up for the deficiencies of the government and market. But at the same time, it also faces the external dilemma of incomplete laws and regulations, imperfect management system, imperfect support policies and low social recognition, as well as the internal dilemma of insufficient autonomy, improper identity, low ability and weak motivation. It is suggested that we should change our thinking and understanding, straighten out the relationship between government and society, improve the laws and regulations, innovate the management system, improve the supporting policies to optimize the institutional environment, enhance the organizational capacity, enhance the participation motivation to strengthen the organization’s own construction, and finally realize the effective supply of public sports services. |
