运用文献资料法和逻辑分析法,对国际奥委会参与全球环境治理的历史使命与行动方略进行研究。结果表明:全球环境问题因其复杂性、多维性成为国际社会治理的难题,在目前的治理体系中,西方大国抛弃责任,全球环境治理缺乏协调机制和权威领导,国际非政府组织的非营利性属性以及追求普世价值的组织使命,构建了全球环境治理新体系。国际奥委会兼具破坏和保护环境的双重角色,其所具有的组织灵活性、高效率以及特有的亲和力、动员资源能力为其参与全球环境治理奠定了基础。“技术性信息”及由此转化的“政治性信息”是国际奥委会参与全球环境治理的工具。同时,国际奥委会凭借奥运会赛事平台,分别采用施压、评估、协调、监督等“内部人”策略和倡议等“局外人”策略具体开展全球环境治理实践。 |

The Historic Mission and Strategy of the IOC from the Perspective of Global Environmental Governance |

Abstract: |
This paper studies the historical mission and action strategy of the IOC’s participation in global environmental governance by using the methods of literature and logical analysis. The results show that global environmental problems have become a difficult problem in international social governance because of its complexity and multi dimension. A new global environmental governance system has been constructed with the fact that western powers abandon their responsibilities, global environmental governance lacks coordination mechanism and authoritative leadership, the nonprofit nature of international nongovernmental organizations and the organizational mission of pursuing universal values. The International Olympic Committee (IOC) has the dual roles of destroying and protecting the environment. Its organizational flexibility, high efficiency, unique affinity and the ability to mobilize resources lay the foundation for its participation in global environmental governance. “Technical information” and the resulting “political information” are the tools for the IOC to participate in global environmental governance.At the same time, the IOC, relying on the Olympic Games competition platform, respectively uses “insider” strategies such as pressure, assessment, coordination and supervision, and “outsider” strategies such as initiatives to carry out specific global environmental governance practices. |
