随着全民健身国家战略的深入推进,草根体育组织的公共体育服务供给主体地位日益凸显,草根体育组织的生存与发展已成为体育社会组织领域研究的重要内容。运用文献资料法和实地调查法,从新制度主义的规制性、规范性和文化—认知三个维度,对草根体育组织的合法性困境进行分析。认为当前草根体育组织面临官方合法性、社会合法性及内部合法性困境,并在此基础上提出,政府应该通过改革登记备案制度和加大购买体育服务力度,帮助草根体育组织获取官方合法性;草根体育组织应该加强社会公德教育和制度建设,政府、社会、组织协同治理,实现其社会合法性;草根体育组织要加强自身团队精神建设,构建法理性权威,巩固其组织内部合法性。旨在为草根体育组织的良性发展和更好服务于全民健身提供参考。 |

The Legitimacy Dilemma and Its Countermeasures of Grassroots Sports Organizations——From the Perspective of New Institutionalism |

With the further development of national fitness strategy, grassroots sports organizations have become the main body of public sports service supply. The survival and development of grassroots sports organizations has become an important research content in the field of sports social organizations. This paper analyzes the legitimacy dilemma of grassroots sports organizations from three dimensions of New Institutionalism: regulation, standardization and culture cognition by using the methods of literature and field investigation. It is believed that grassroots sports organizations are facing the dilemma of official, social and internal legitimacy. On this basis, the government should help grassroots sports organizations obtain official legitimacy by reforming the registration system and increasing the purchase of sports services. Grassroots sports organizations should strengthen the social morality education and system construction, and coordinate with the government, society and organizations to achieve their social legitimacy. Grassroots organizations should strengthen their own team spirit construction, build legal authority and consolidate their internal legitimacy. The purpose is to provide reference for the healthy development of grassroots sports organizations and better service to the national fitness. |
