| 运用文献资料法和逻辑分析法分析了体育特色小镇治理重心向基层下移的缘起与内涵，指出社会治理重心下移为我国居民参与体育特色小镇治理奠定了理论基础，具有方向性引领作用和现实性指导意义。当前居民参与体育特色小镇治理，依然面临居民传统角色的束缚、居民资产权利的悬空、居民参与渠道的限制以及传统制度的制约等困境。提出，要重塑、提高居民参与的主体地位；下移权力，赋予居民参与的合法权力；加强组织创新，搭建居民参与的多元平台；优化制度供给，为居民参与提供有力保障，旨在建构一种新型的基层治理体系，助力我国体育特色小镇治理建设。 |

| The Participation of Residents in the Governance ofSports Towns in China——From the Perspective of Devolution of Social Governance Focus |

| Abstract: |
| This paper analyzes the origin and connotation of devolution of governance focus of sports characteristic town to grassroots level using the method of literature and logical analysis. It is pointed out that the devolution of social governance focus has laid a theoretical foundation for Chinese residents to participate in the governance of sports characteristic towns, which has a guiding role and practical guiding significance. At present, residents’ participation in the governance of sports characteristic towns is still faced with such difficulties as the bondage of residents’ traditional roles, the suspension of residents’ rights of assets, the restriction of residents’ participation channels and the constraints of traditional systems. It is proposed that we should reshape and improve the subject status of residents’ participation, decentralize power to endow residents with legal rights to participate, strengthen organizational innovation, build a diversified platform for residents’ participation, and optimize system supply to provide strong guarantee for residents’ participation. The purpose is to construct a new grassroots governance system to help the construction of sports characteristic towns in China. |
