| 随着市场经济的发展与环境的变化，公共体育服务的供给方式经历了从政府直接供给，向政府购买、政府委托购买和政府回购等的演化过程。剖析其演变的内在动因与逻辑发现，体育事业发展初期，政府直接供给实施竞技优先发展战略有其优势，但随着群众体育的发展，全能政府的制度设计暴露出缺点，亟待政府的有效作为；当体育社会组织不断壮大，由政府动员向政府与社会结合动员转换成为必然；不公平的环境制约着公共体育服务供给的质量、效率，遂鼓励公平竞争替代垄断；市场承担主体是逐利的，背离了公共体育服务的本质功能，重新倡导以服务绩效为导向成为当下的选择。为更好地推进公共体育服务供给方式分类改革，提出，要降低政府直接供给的比重，加强中央对地方体育事权的支持；大力推动政府购买和政府委托购买服务，发展多元的供给主体；通过政府回购重塑公共体育服务理念，回归公共服务本质功能。 |

| Research on the Evolution, Logic and Classification Reform of Public Sports Service Supply Mode in China |

| With the development of market economy and the change of environment, the supply mode of public sports service has gone through the evolution process from direct government supply to government purchase, government entrusted purchase and government repurchase.This paper concludes the following points by analyzing the internal motivation and logical discovery of its evolution. In the early stage of the development of sports, the government’s direct supply and the implementation of competitive priority development strategy has its advantages, but with the development of mass sports, the system design of allround government has exposed its shortcomings, which calls for an effective action of the government.With the development of sports social organizations, it is inevitable to transform from government mobilization to government and society integration mobilization. The unfair environment restricts the quality and efficiency of public sports service supply, so it encourages fair competition to replace monopoly.The main body of market undertaking is profit making, which deviates from the essential function of public sports service, and readvocating service performanceoriented has become the current choice.In order to promote the classification reform of public sports service supply mode better, the following views are put forward. We should reduce the proportion of government direct supply, strengthen the central government’s support for local sports power, vigorously promote government purchase and government entrusted purchase of services, develop diversified supply subjects, reshape the concept of public sports service through government buyback, and return to the essential function of public service. |
