| 基于行动者网络理论,梳理国家登山健身步道系统中的人类和非人类行动者,并进行行动者网络要素分析,确立步道系统长效运行的强制通行点,然后通过问题界定、利益赋予、征召、动员和异议5个阶段进行行动者网络转译,最后提出国家登山健身步道系统协同治理机制。认为:治理机制上,要充分发挥各级政府的核心作用、当地居民自治组织的基础作用和行业协会等社会力量的协调作用;运行机制上,要坚持 “以人为本”的发展理念,准确把握大众需求,充分整合资源,切实解决实际问题;保障机制上,要均衡配置登山健身步道公共资源,重塑登山健身步道内生性制度,加大有关法制教育宣传力度。 |

| Based on the Actor-Network Theory, this paper combs the human and non-human actors in the National Trails System, analyzes the actors network elements, establishes the forced access point for the long-term operation of the National Trails System, translates the actors network through five stages: problem definition, benefit giving, recruitment, mobilization and objection, and finally proposes the collaborative governance mechanism of the National Trails System. The research holds that: ① in the governance mechanism, we should give full play to the core role of governments at all levels, the role of local residents’ autonomous organizations and the coordinating role of social forces such as industry associations; ② in the operation mechanism, we should adhere to the “people-oriented” development concept, accurately grasp the needs of the public, fully integrate resources and effectively solve practical problems; ③ in the security mechanism, we should allocate public resources for mountaineering fitness trails, reshape the endogenous system of mountaineering fitness trails and intensify legal education and publicity. |
