| 以政策工具为视角,构建政策工具-政策客体-科技赋能价值链的三维立体分析框架,采用内容分析法对我国2014—2020年间的35份国家部委以上级别的体育产业政策文本进行立体分析。发现,目前我国体育产业政策体系存在政策工具结构性失衡、对政策客体的针对性不均衡、科技赋能政策体系尚未完善等问题,在此基础上指出,未来应优化政策工具内部结构,提升政策适配效果；平衡政策客体使用比例,充分发挥政策合力；增加科创政策工具,完善体育科技赋能价值体系。 |

| Analysis of China’s Sports Industry Policy from the Perspective of Tool, Object and Technology Empowerment |

| From the perspective of policy tools, this paper constructs a three-dimensional analysis framework of policy tools-policy objects-technology empowerment value chain, and uses content analysis method to analyze 35 sports industry policy texts at or above the level of national ministries and commissions in China from 2014 to 2020. It is found that there are some problems in China’s sports industry policy system, such as structural imbalance of policy tools, unbalanced pertinence to policy objects, and imperfect technology empowerment policy system. On this basis, it is proposed to optimize the internal structure of policy tools to improve the effect of policy adaptation, balance the using proportion of policy object to give full play to policy synergy and increase technology policy tools to improve sports technology empowerment value system. |
