| 依托定性比较分析法(QCA)从政府强制介入角度出发,选取不同类型政策工具为观察要素,以体育产业增加值为结果,对我国体育产业政策工具组合进行分析。发现,社会型政策工具主导、社会型和激励型政策工具共同主导是政策工具选择的主路径。产权保护存在、税费调节不存在可以成为体育产业增长的充分条件。产权保护是重要的辅助型政策工具。引导鼓励与财政投入政策工具存在交替使用的关系。体育产业规模增长是多种政策工具合理搭配的结果,而非单一政策工具可以实现。在此基础上提出,政府在制定政策过程中应以社会型和激励型政策工具作为主路径,特别要重视提供信息和引导鼓励2类子工具的使用,同时产权保护作为重要的辅助条件也应加以重视,在政策工具选择过程中要注意不同类型政策工具的合理搭配,以及引导鼓励和财政投入子工具的交替使用。 |

| Research on the Influence of the Combination of Policy Tools on the Development of Sports Industry in China —— Qualitative Comparative Analysis of Fuzzy Set Based on Provincial Data(fsQCA) |

| Based on the qualitative comparative analysis (QCA), from the perspective of government compulsory intervention, different types of policy tools are selected as observation elements, and the value added of sports industry is taken as the result to analyze the combination of policy tools of sports industry in China. It is found that the main path of policy tool selection is the leading of social policy tool and the combined leading of social and incentive policy tool. The existence of property right protection and the absence of tax regulation can be sufficient conditions for the growth of sports industry. Property rights protection is an important auxiliary policy tool. There is an alternating relationship between guiding encouragement and financial investment policy tools. The growth of sports industry scale is the result of a reasonable combination of multiple policy tools, rather than a single policy tool. On this basis, it is proposed that the government should take social and incentive policy tools as the main path in the process of formulating policies, and pay special attention to the use of two types of sub-tools:providing information and guiding encouragement. At the same time, property rights protection as an important auxiliary condition should also be attached to importance. In the process of policy tool selection, we should pay attention to the reasonable collocation of different types of policy tools, as well as the alternate use of sub-tools of guiding encouragement and financial input. |
