政府购买体育公共服务机制研究

摘要:
政府购买体育公共服务是全球性公共管理改革的重要内容,并已成为体育公共服务供给机制改革的趋势,也是建设服务型政府及体育体制改革的内在要求,可以使政府、市场和社会体育组织实现共赢。政府购买体育公共服务的理论依据包括公共产品多元供给理论、公共选择理论和福利多元主义;其运行机制包括规划与预算、公布信息、公开招标、签订合同、项目实施、监督管理、绩效评估。现阶段要施行政府购买体育公共服务,需明确政府的“服务型”角色,加大对社会体育组织的培育力度,构建体育公共服务各供给主体之间的合作网络等。

Abstract:
The government’s purchase of sports public service is an important part in global public administration reform, and it has become not only a trend of supply mechanism reform of public sport services, but also an inherent requirement of building serviceoriented government and the sports system reform, what is more, it can achieve winwin situation for government, market and social sports organizations. Theories foundation of government’s purchase of public sports services includes theory of public goods’ multiple supply, public choice theory and welfare pluralism; its operating mechanism includes planning and budgeting, disclosure of information, public bidding, award of contract, project implementation, supervision and management, performance evaluation. At the present stage the implementation of government’s purchase of public sports services need to clarify the government’s serviceoriented role, and make more efforts to foster social sports organizations, and build up a cooperation network between each suppler of public sports services.
