| 外援引进对于提高中超联赛的知名度和促进中国足球发展发挥着重要作用，但是近几年我国在外援引进管理工作上仍然存在不足，未能实现高薪引援应有的效果。利用层次解释模型对中超联赛外援引进风险进行识别、分类，并通过构建风险因素层级关系，明确各风险因素之间的关系。结果表明：中超联赛外援引进的风险分为3级6类，法律风险为最底层风险，文化风险为第2层风险，成本增加风险、足球生态建设风险、市场收益风险和不可抗力风险形成了第3层风险。为有效规避外援引进风险，提出政府牵头，完善外援引进政策；足协明确监督、管理和服务职能；俱乐部明确自身定位，调整球队运行机制及外援引进策略，共同构建三位一体的外援引进管理体系。 |

| Identification of Key Risks and Hierarchy Relationship Construction of Foreign Aid in China Football Association Super League |

| The introduction to foreign aid has played an important role in increasing the popularity of the Chinese Super League and promoting the development of Chinese football. However, in recent years, there are still some deficiencies in the management of foreign aid introduction in China, which can not achieve the effect of high salary.The analytic hierarchy process (AHP) is used to identify and classify the risks of the introduction of foreign aid in CSL, and to clarify the relationship between the risk factors through the construction to the hierarchical relationship of risk factors.The results show that the risks of the introduction to foreign aid in CSL can be divided into three levels and six categories.The legal risk is the lowest risk, the cultural risk is the second one, and the third one is formed by the risk of cost increase, football ecological construction, market income and force majeure.In order to effectively avoid the risk of foreign aid introduction, the following should be done. The government should take the lead to improve the policy of foreign aid introduction, the football association should make clear the functions of supervision, management and service, the club should make clear its own positioning and adjust the team’s operation mechanism and foreign aid introduction strategy to jointly build a trinity of foreign aid introduction management system. |
