| 通过文献资料法和逻辑分析法，从战略地位、推行力度和实践经验方面分析校园足球能够引领深化体教融合的必然性。校园足球在推进学校教学体系、竞赛体系、课余训练体系构建的同时能够发挥一定的示范引领作用，但是，体育与教育部门不同的发展导向使体教融合深度不足，受应试教育、功利主义、形式主义等影响，基层无法有效落实校园足球政策。提出，体育与教育部门应统一发展导向，各自转变发展重心，向同一个目标携手努力，加强体教融合深度；政府角色应由掌舵者向护航者转变，建立内外部政策执行监督机制和实效优先、强调参与的考核机制，积极营造鼓励创新、宽容失败的良好氛围，以此不断改善基层执行政策的生态环境，保障校园足球政策在基层的切实落地。 |

| Deepening the Integration of Sports and Education: Research on the Demonstration and Guidance of Campus Football |

| Abstract: |
| By using the methods of literature review and logical analysis, this paper analyzes the inevitability that campus football can lead to a deepening integration of sports and education from the aspects of strategic position, implementation strength and practical experience. Campus football can play an exemplary and leading role in promoting the construction of school teaching system, competition system and afterschool training system. However, the different development orientation of sports and education departments makes the integration of sports and education insufficient. Affected by exam oriented education, utilitarianism, formalism and other aspects, the grassroots units cannot effectively implement the campus football policy. It is suggested that the departments of PE and education should unify their development orientation, change their development focus, work together towards the same goal, and strengthen the integration of PE and education. The role of the government should be changed from the helmsman to the escort, establishing the internal and external policy implementation supervision mechanism and the evaluation mechanism of giving priority to effectiveness and emphasizing participation, and actively creating a good atmosphere of encouraging innovation and tolerating failure, so as to continuously improve the ecological environment of policy implementation and ensure the practical implementation of school football policy at the grassroots level. |
